<abstract>This dataset is part of the U.S. Geological Survey (USGS) Great Lakes Coastal Wetland Restoration Assessment (GLCWRA) initiative. The mask parameter was used to remove unsuitable areas within the Saginaw Bay Restoration Assessment (SBRA) study area from consideration for restoration. The GLCWRA initiative identifies coastal wetland areas that have the greatest habitat restoration potential. The data model uses seven parameters to identify and rank wetland restoration areas, resulting in a composite index raster that can be used by ecological managers and planners to assist with the selection of wetland restoration sites. The parameters are Parameter 0: Mask, Parameter 1: Hydroperiod, Parameter 2: Wetland Soils, Parameter 3: Flowlines, Parameter 4: Conservation and Recreation Lands, Parameter 5: Impervious Surfaces, and Parameter 6: Land Use (represents developed areas without impervious surfaces but high societal value). The ancillary data include dikes, degree flowlines, study area and culverts. These data layers are put through an ecological model, which results in a composite restoration index of ranked restoration areas.</abstract>
<purpose>This dataset represents open water, such as lakes, ponds, and rivers, as well as managed land where wetland restoration is already occurring. These areas are removed from consideration in the GLCWRA composite index because open water areas are unlikely to be restored. <procdesc>The Mask layer is a binary raster which was created from the NHD and NWI datasets. The Waterbodies layer of the NHD was clipped to the study area boundary. These polygons represent bodies of water which do not need be converted into wetlands. Additionally, the Shiawassee National Wildlife Refuge park boundary was selected from the FWS National Realty Approved Acquisition Boundaries dataset and clipped to the study area boundary.</procdesc>

<procdesc>Next, the NWI Wetlands layer was clipped to the study area. Its polygons represent lakes, ponds and various types of wetlands. All of the lake and ponds were selected. Then, all of the remaining wetland polygons were inspected and compared to satellite imagery to determine if they were functioning wetlands or no longer recognizable as wetlands. All of the polygons overlaying existing wetlands were selected. The selected NWI polygons were exported as a new layer.</procdesc>

<procdesc>The clipped NHD Waterbodies polygons, Shiawassee National Wildlife Refuge park boundary and the clipped and selected NWI Wetlands polygons were then merged together into a single polygon layer. Next this layer was converted into a raster using "Feature to Raster" function (Field = ID, Output cell size = 10 meters, snap raster = SBRA DEM). Lastly, the output raster was reclassified using the "Reclassify" tool (Reclass field - Value, All values = 0, Nodata = 1) so that the resulting Mask raster has 0's representing all the waterbodies and wetlands, and 1's overlaying everything else.</procdesc>
